The country is led by a semi-presidential, strongly-decentralized state. The executive at the central level is divided between the President, and a Prime Minister appointed by him/her from the party having the majority of seats in Parliament. The President and the government have the charge of the executive. The Prime minister and the government are responsible to the lower house of Parliament, the National Assembly.
